I. Further improve the understanding of the importance of accelerating the construction of power grids

Second, improve the planning and management of power grid construction

Governments at all levels shall be responsible for the promotion of power grid construction projects within their respective regions in accordance with the principle of territorial management. When handling the examination and approval procedures, the provincial investment department shall, in light of the characteristics of the power grid project construction, formulate specific approval implementation methods and rules after consultation with the provincial power company, and in principle conduct project review or approval in a bundled manner. The environmental protection department shall speed up the approval work progress of the environmental impact report (table) of the power grid project (the EIA report for the preparation of 500 kV and above projects, and the EIA report form for the project of 220 kV and below), and issue the approval documents in time. The urban planning and construction department shall speed up the review of the substation site and transmission line path, and timely issue the “Construction Engineering Planning Permit” and “Construction Permit”. For the power grid construction project with particularly urgent requirements for the construction period, after the provincial construction administrative department is engaged in the operation of the provincial power company, the construction may be approved and the “Construction Construction Permit” shall be approved. V. Strengthening land management for power grid construction projects

The notice said that the administrative department of land and resources should continue to summarize and promote the effective practices in the management of land use for construction projects in accordance with relevant state regulations, so as to effectively strengthen the management of land resources and actively promote the construction of power grid projects. The transmission line engineering corridor (including poles and tower bases) does not require land acquisition, and only one-time economic compensation for the transmission tower tower base land. When the power grid construction project is pre-examined for land use, the substation land will be pre-examined, and the relevant procedures for the pre-examination of the construction project site will not be applied to the land for the transmission line corridor (including the pole and tower base). The land use index for substation project construction shall be prioritized according to the relevant policies of the provincial key projects. The land and resources administrative department shall provide support in land planning, land pre-audit and land use plan, timely carry out examination and approval work, and strive to ensure the construction land needs of power grid construction projects. . For the substation construction projects that have not yet been included in the overall land use planning (especially the 220 kV and below substation projects approved by the provincial investment authorities), obtain the site selection opinions, report the project descriptions, and pre-examine the construction project land. After completing the land use master plan revision plan and the construction project impact assessment report on the plan, the land use pre-audit can be completed. After the project is approved, the approval procedures for the revision of the land use master plan are implemented in accordance with the regulations.

6. Increase the protection of power facilities

The notice pointed out that the power facilities in Jiangsu Province are long and wide, and the prevention is difficult. The illegal and criminal activities such as theft and destruction of power facilities have increased significantly, especially in rural areas, posing a major threat to the construction and operation of the power grid. Local governments at all levels and public security, procuratorial, court and other judicial organs should further increase the protection of power facilities, organize special rectification actions, focus on cracking down on criminal cases of gangs and theft of power facilities, and focus on rectification affecting power grid construction and production order.
