1 Basic situation
1.1 Project Name: Hebei Tang International 2X350MW Cogeneration Project in the Northern Suburbs of Tangshan

1.7 Project Description: Hebei Datang International 2X350MW cogeneration project in the northern suburbs of Tangshan. The site is located in the village south of Zhengzhuangzi Town, Kaiping District, Tangshan City. The project constructs a 2×350MW supercritical coal-fired wet-cold pumping and condensing heating unit, and simultaneously builds desulfurization and denitrification facilities. The project is considered for expansion.

2 Bidder qualification requirements
2.1 Qualified bidders and their bid products must meet the following general qualification requirements:
2.1.1 The bidder must be a legal person or other organization legally registered in the People's Republic of China.
2.1.2 The Bidder shall have the manufacturing capabilities of the corresponding equipment and shall have the ability to undertake the tendering project, such as ensuring the timely delivery of goods, equipment, funds, etc., as well as the detection capabilities of the products, components, components, materials and accessories. Unless otherwise specified, these qualifications, qualifications and performance are all rights and interests of the bidder’s own company.
2.1.3 Products that have been manufactured with the same structure, the same type, the same or higher specifications as the bid product. Under the same or more strict normative conditions as the specification, the quantity or supply quantity of the product and its successful operation time meet the requirements of the tenderer. If there are different types of equipment in the same tender section, the applicant must meet the eligibility requirements for each category of equipment in the tender section.
2.1.4 Obtain effective product testing and appraisal reports issued by international authoritative organizations or product inspection and testing agencies authorized and approved by the State, and the report conclusion data shall meet the requirements of this tender.
2.1.5 The bidder has good bank credit and business reputation and is not being ordered to suspend business or bankruptcy, and the assets have not been restructured, taken over and frozen.
2.1.6 In the past three years (2013-2015), during the fulfillment of the supply contract, after-sales service and product operation, there was no breach of contract after the successful bid. During the performance process, there was a serious violation of the contract and major quality problems occurred in the supply product.
