Qualified bidders are invited to submit sealed bids for their procurement and related services.

Second, the tender content:
1. Supply requirements: jet-type air float tar removal device, the number of 2 sets.
2. Delivery: Delivery within 5 months after the contract takes effect.
3. Delivery place: Construction site of Shougang Jingtang Iron and Steel United Co., Ltd. of Caofeidian Industrial Zone, Tangshan City, Hebei Province, or the place designated by the tenderer.
4. Please refer to Chapter 6 "Technical Specifications" of the bidding documents for details of the relevant technical and specification requirements.
Third, qualified bidders (the following must have):
1. Manufacturers registered in the territory of the People's Republic of China with legal personality have ISO quality system certification.
Explanation: The person in charge of the unit is the same individual or different unit that has a controlling or management relationship, and may not participate in the bid for the same tender item or for the same tender item that is not divided into bid segments.
2. Commonwealth does not accept bids in this tender.
3. The bidder must possess the advanced, mature, and reliable production technology of jet-type air-floating tar remover in the world today, and has professional technicians who design, manufacture, install, debug, produce, operate and maintain, and excellent processing and manufacturing equipment. Since January 1, 2006, it has a good operating performance of jet air-floating tar remover.
Note: A copy of the clearly identifiable performance contract (price can be covered) must be attached to the bid document. The bidder must bring the original of the performance contract for reference when opening the bid.
4. The bidder has good bank credit and business reputation, is not being ordered to suspend business or bankruptcy, and the assets have not been reorganized, taken over and frozen.
5. The bidder shall not have a criminal record of bribery, which shall be based on the “Notice of Inquiries by the Public Prosecutor’s Office on Bribery Files†issued by the People’s Procuratorate where the domicile or business occurs.
Explanation: A clearly legible photocopy must be attached to the bid document. When opening the bid, the bidder must bring the original document for reference and the original document should be provided to the tenderer for archiving after the successful bid.
6. If the equipment under the tender belongs to the jurisdiction of the "People's Republic of China Special Equipment Safety Law", or the latest "Product Catalog for Implementing the Production Licensing System Management" or "Catalogue of Mandatory Product Certification" issued by the General Administration of Quality Supervision, Inspection and Quarantine. Or, the catalogued products specified in the Catalogue of Measurement Instruments regulated by the People's Republic of China (Type Approval Part) shall have a valid qualification document.
IV. Interested qualified bidders may obtain further information from the bidding agency.
V. Bidding documents for sale
1. The selling price of the bidding documents is RMB 300/set. If the tender documents are mailed through Speedpost, plus RMB 100, the bidding agency will not be responsible for the loss of the mailing process. The bidding documents will not be refunded after sale.
2. The tender documents will be available from November 16th, 2016 to November 22nd, 2016, every day from 08:30 to 17:30 (Beijing time, endless holidays).
4. If you need to receive the tender documents through express mail, please contact the bidding agency in advance to obtain the “Tender Document Purchase Registration Formâ€.
6. Deadline for submission of tender documents and opening time: 9:00 am (Beijing time) on December 6, 2016.
