With 14 as the limit, the tag is 14 or less (not including 14), and all are downloaded (A firmware) for updating.
With 14 as the limit, the tag is 14 or more (including 14), and all are downloaded (B version estimate) and updated.
The CX5 is updated regardless of whether the tags are downloaded (A firmware).
