Robots represent cutting-edge, highly integrated, and high-investment industrial products, often referred to as the "crown jewel" of the manufacturing sector. The vigorous development of the robotics industry holds significant importance for China in creating new competitive advantages in its manufacturing landscape, driving industrial transformation, accelerating the construction of a strong manufacturing nation, and improving people's quality of life. The 19th Party Congress emphasized the need to accelerate the growth of advanced manufacturing industries and promote the deep integration of the Internet, big data, artificial intelligence, and the real economy. In this context, developing the robotics industry is a key focus. Looking ahead, it is essential to understand global trends, consolidate resources, develop strategies, seize opportunities, and take multiple measures to ensure the sustainable, healthy, and rapid growth of China’s robotics sector.
In recent years, China has placed great emphasis on the development of the robotics industry. From the "Robust Industry Development Plan (2016–2020)" to the "New Generation Artificial Intelligence Development Plan," and then to the "Three-Year Action Plan for Promoting the Next-Generation Artificial Intelligence Industry Development (2018–2020)," a series of policies have been introduced to support the industry’s growth. As a result, China's robotics sector has made remarkable progress. Robot production has seen rapid growth, with sales reaching nearly 90,000 units last year—accounting for about one-third of the global market share. For four consecutive years, China has been the world’s largest industrial robot market. By 2018, the Chinese industrial robot market had reached 150,000 units.
However, despite these achievements, there are still significant gaps between China’s robotics industry and those of developed countries. Key components such as high-precision reducers, servo motors, and controllers remain heavily reliant on imports. Technological innovation capabilities are weak, with low-end products suffering from poor quality and reliability. The application of robots remains limited, and market share needs improvement. Many enterprises are small, scattered, and lack competitiveness, while standards, testing, and certification systems require further refinement.
Developing the robotics industry is crucial for China’s economic and social development. Robots powered by artificial intelligence are key representatives of advanced productivity. They serve as essential equipment for advanced manufacturing and play a vital role in industrial transformation and upgrading. Moreover, they influence the shift in economic development models. With rising labor costs and an aging population, China faces increasing challenges in structural transformation. Expanding the use of robots will be a critical solution to these issues.
To accelerate the development of the robotics industry, it is necessary to adopt clear strategies and implement practical measures. First, actively integrating into the global robotics division of labor is essential. This means enhancing China’s position within the global supply chain and ensuring long-term growth for both the robotics and AI sectors. Second, the market must play a decisive role in resource allocation, while the government should provide support in basic research, core technologies, and market development through financial policies that encourage independent innovation. Third, balancing technology introduction, imitation, and innovation is important. China should leverage its late-mover advantages and establish effective mechanisms to foster independent innovation, especially in key technologies.
Fourth, breakthroughs in core areas and technologies are necessary. China should learn from international experiences and focus on advancements in precision machining, materials, control systems, and algorithms. Fifth, talent development and recruitment must be prioritized. Strengthening training programs, establishing expert databases, and promoting collaboration between universities, research institutions, and companies will help cultivate skilled professionals. Sixth, developing specialized robots tailored for small and medium-sized enterprises (SMEs) can unlock significant market potential. Lightweight, cost-effective robotic arms and tools can greatly benefit these businesses.
Seventh, the future of robotics lies in intelligent systems. Advancements in control, software, and sensor technologies will drive this evolution. Finally, leveraging the current industrial transformation opportunities, China should expand the robotics industry by encouraging investment and fostering a supportive ecosystem. Through these efforts, the country can achieve sustainable and healthy growth in its robotics sector, helping its industries move up the global value chain.
